RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01859 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect his earned awards while attached to the 340th Bomb Wing and 51st Fighter Wing. ________________________________________________________________ APPLICANT CONTENDS THAT: The clerk who processed his discharge was in a hurry and did not complete the paperwork properly. He served for 8 years and knows he has more awards than what is listed on his DD Form 214. He was assigned to the 340th Bomb Wing and the 51st Fighter Wing, both were highly decorated units. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 23 October 1956 through 24 February 1965. After a review of the applicant’s records, AFPC/DPSID verified he is entitled to the award of the Air Force Outstanding Unit award with one Bronze Oak Leaf cluster and the National Defense Service Medal. His records will be updated accordingly upon final Board action. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial. The applicant was assigned to the 51st Organizational Maintenance Squadron (OMS), a subordinate unit of the 51st Interceptor Wing (IW) between 8 September 1962 and 24 February 1965. The 51st OMS shared in the award of the AFOUA awarded to the 51st IW for the inclusive period of 26 March 1962 to 30 August 1963 and 1 January 1965 to 31 December 1966. The applicant requests awards for his service with the 340th Bomb Wing; however, there is no official documentation verifying the applicant was assigned to the 340th Bomb Wing or any subordinate units. The applicant was directly assigned to the 340th Organizational Maintenance Squadron; however, DPSID could not verify any awards for that unit. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 September 2014, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the available evidence of record and the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of AFPC/DPSID and adopt its rationale as the basis for our conclusion that the applicant has not provided sufficient evidence to support his request. Therefore, in the absence of evidence to the contrary, we find relief beyond what has been administratively corrected is not warranted. ________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2014-01859 in Executive Session on 12 March 2015, under the provisions of AFI 36-2603: The following documentary evidence was considered: Exhibit A.
